Clues to King/Victoria Transit Hub Plans

A sign at the northwest corner of Kitchener’s King / Victoria intersection proclaims the future home of an inter-modal transit hub, with LRT, GO and Via trains, and local and intercity buses. Hidden away in Regional purchasing documents are some clues as to how the planning of this site is taking place.

Early last month, the Region of Waterloo issued a request for proposals (addendum) for a “Preliminary Design Study and Station Access Plan”. Bidding closed two weeks ago, and the project is to be awarded next Tuesday. Consultations with various advisory committees are required of the winning bidder; general public consultation is encouraged but not required.

These documents also indicate that the Region “has undertaken a design study for the City of Kitchener, which includes building envelopes, heights, and massing for this project.” The City of Kitchener’s vision for this part of the downtown is grand, and it appears likely that the transit hub will be a substantial presence physically.

Regional Updates

Much of note was approved at last week’s Waterloo Regional Council meeting and at the one before that. Details for most items are available in the Planning & Works agendas and minutes for January 10 and 31.

Council decided to pursue a 30-year design-build-finance-operate-maintain (DBFOM) public-private partnership (P3) for the first phase of the LRT project. At the public meeting, many delegations spoke against such a decision and its basis, while only the Greater K-W Chamber of Commerce spoke in support. Staff will be bringing back a report to Council on options for the length of the operating contract.

Urban Strategies was selected as the consultant to develop a Central Transit Corridor Development Strategy. This kind of explicit connection between transit, land use / intensification, and place-making is crucial to the success of the LRT line and to the Region’s goals of guiding growth to urban core areas.

Final approval was given to the Grand River Transit 2011-2014 business plan. It includes a plan for small service increases and realignments which are not ambitious enough to substantially improve the quality of the GRT network. However, new express routes from the promised iXpress network are to be rolled out every other year, with the University Avenue line coming next year. Instead of focusing on improving GRT’s route efficiency or ridership, the business plan includes yearly fare increases of 5-9% to reach an arbitrary 50% farebox recovery figure. U-Pass fees are also to be increased. There is some talk of providing new service to the townships at their own cost.

The plan includes as a focus the implementation of a smart card fare system, very likely based on Presto — which was given approval in this year’s Regional Budget for implementation by 2013. Interestingly, the GRT Business Plan also includes direction to work with other agencies and municipalities to improve inter-city transit and perhaps initiate new links — see below as well. (more…)

East-west Mobility in South Kitchener

Last night I presented to Regional Council on behalf of TriTAG regarding the plans for extending River Road across Highway 8 and Hidden Valley in south Kitchener. See the agenda (PDF) for the staff report and recommendation. Below is the text of my written submission. Other presentations focused on the environmental impacts, the cost, and alternative alignments. In a 13:2 vote Council went ahead with this step of the planning process, but several indicated reservations and there seemed to be some interest in the suggestions in my presentation and those of others.

I would like to express TriTAG’s disagreement with the direction being taken on the River Road extension project.

We do not believe that there has been serious consideration of alternatives for increasing capacity for east-west movement of people in that part of Kitchener. We do not believe that expanding capacity for the movement of vehicles in this corridor at great cost is appropriate – not to mention the environmental costs, both local and Region-wide. However, if capacity for vehicle movement has to be increased, we believe there are better alternatives which have not been considered. (more…)

Car-Free Sunday and Cycling in Style

This Sunday the city of Waterloo will be closing King Street to cars between Erb and Union Streets from 11am to 3pm, opening it up for people to enjoy and hosting a number of events in that space as well. There will be four such Sundays this year, and Kitchener plans to join the party — making it really “square2square” — only on July 17th. The event has a website and an organizational/informational Facebook page. If you can help out, the organizers are still looking for volunteers.

Please come out to Waterloo’s first Car-free Sunday and tell everyone you know to come! Success of the first one will help increase momentum and business support for the upcoming ones – perhaps we could eventually see businesses pushing for car-free spaces here. The event is important symbolically as a conscious step towards reclaiming the streets as a place first and foremost for people and not just for cars.

We also invite you to join some of TriTAG and others on a stylish ride down King Street to celebrate the first Car-free Sunday. We’ll meet around 11:30am on Sunday, June 19th at the north end of the car-free area in Waterloo (King & Erb), and ride south/east to downtown Kitchener. Around noon we’ll head out from the Kitchener City Hall plaza for a tour of several of Kitchener’s cafes. Attire: nice street clothes – not spandex! If you’ve got an old 3-speed in the back of the garage, now’s the time to haul it out. There is a Facebook event as well.

Public workshop on a K-W Spur Line Trail: Waterloo Region is beginning planning for a multi-use path alongside the railway tracks from uptown Waterloo to near the VIA Rail station in Kitchener. There will be a workshop on Thursday, June 9, in Kitchener. (The Record)

The cost of road maintenance: Terry Pender reports on the poor state of repair of the road system, and that $590 million would be required to get them all into shape. Maintenance costs are driving municipal staff to provide for other transport modes, but elected officials don’t carry all of that through. The local costs of roads far outweigh the cost to build LRT. (The Record)

Official launch for Breithaupt Block: Yesterday there was an official launch (The Record) of the redevelopment of the former industrial buildings composing the Breithaupt Block in downtown Kitchener. This will be an office complex not unlike the Lang Tannery, and will be directly adjacent to the planned intermodal transit terminal at King & Victoria.

Press for Rally for Rails II: There is some print media attention (The Record) to Rally for Rails II, which will be on June 11. Over 140 people are already listed as attending on the Facebook event.

School board and active transport: Take the Lane reports that the Waterloo Region District School Board has adopted an Active Transportation Charter.

Township mayors and the LRT vote: Terry Pender reports on where the 12 remaining Regional Council members likely stand on LRT. Five are likely in favour, three or four are likely against, and the three township mayors may prove decisive. Councillor Jane Mitchell says that if Mayor Brenda Halloran’s LRT referendum motion passes, that she will call for a referendum on the $1.5 billion in road expansion that are deemed to be required without rapid transit. That compares, of course, to the $253 million that is currently Waterloo Region’s portion of the light rail project capital costs. (The Record)

Kitchener council’s public meeting: Last night the City of Kitchener held a public meeting on LRT for people who live or do business in the city – even though Waterloo Regional Council is the body making the decision, and not the city. Five of the 11 members declared conflicts of interest. After hearing Regional and City staff presentations, Kitchener City Council heard many delegations in support of LRT (The Record), including the CEO of Desire2Learn, a developer of the above-mentioned Breithaupt Block, as well as Tim Mollison on our behalf. Perplexingly, 570 News writes that “the reaction was fairly mixed” despite reports being that of the 22 delegations, 15 were in favour of LRT, and only 5 were against. After hearing delegations, the council voted 4 to 1 in favour of a referendum on LRT – a nearly meaningless gesture from a minority of a council which is not responsible for Regional transportation decisions.

City of Waterloo Adopts Complete Streets Plan

Last night Waterloo City Council adopted its first Transportation Master Plan (TMP). The plan aims “To develop a coordinated and integrated transportation system that provides realistic travel options to the auto, thereby creating a City that is truly accessible to all”. To that end it includes a decrease in emphasis on motor vehicle traffic from historical practice, and an increase in focus on walking, cycling, and transit. It sets out the high costs of maintaining an expanding road network as unsustainable, and makes clear that congestion should not always result in road widenings.

The TMP is an overarching document that sets out the city’s direction for the transportation system, and which should guide concrete projects. The plan is in alignment with the Regional Transportation Master Plan. The Region of Waterloo is responsible for transit and most arterial roads and transit, whereas the cities are responsible for the rest of the street network, including off-road paths.

Several delegations spoke in support of the TMP’s recommendation for the city to phase in municipal snow clearance. Prof. Jeff Casello spoke regarding the importance of ensuring that land use is planned together with transportation; he said that the city’s TMP is cutting-edge for North America. Speaking on my own behalf, I asked Council to consider 30 km/h speed limits on some residential streets and physically separated cycling infrastructure based on Dutch best practice.

Yesterday’s motion was to approve the TMP in principle, and to approve the report’s “non-cost action items” (p. 143 of the packet). All policies will still be brought to Council individually, and anything that requires changes in budget will have to be its own battle. The motion was opposed by Councillor Mark Whaley, who suggested the plan is “too visionary”, that municipal snow clearance of sidewalks is too expensive, and that the plan would languish on a shelf. Other councillors and staff indicated that many portions of the plan do not require a change in budget, but rather in priorities, and that there are also substantial costs to not implementing the change in transportation focus. Councillor Jeff Henry spoke of the devastating impacts road widenings can have on a neighbourhood, and of the importance of considering the kind of city we want to live in. The TMP motion passed with the support of the rest of Council, with only Coun. Whaley opposed.

The short-term (0-5 years) non-cost items that will be completed are: integrating the TMP into the new Official Plan, adding Transportation Demand Management (TDM) incentives into the development process, and providing annual TMP reports to City Council.

The plan recommends hiring an Active Transportation and TDM coordinator in the next budget process. It also proposes to add $100,000 per year over five years to the city’s snow clearing budget to phase in increased (and prioritized) sidewalk coverage.

Safety on the Iron Horse Trail

How many streets do you know that close at night?

The recent murder on the Iron Horse Trail has sparked public discussion of trail safety and how to improve it. While suspects have been apprehended, the safety of the trail remains an important issue, particularly as the attack appears not to have been targeted. Whether or not the trail is actually as dangerous as often portrayed, there is a strong feeling in the community that one shouldn’t use the trail when it’s dark, and that’s unacceptable for such a major transportation link.

Many people have suggested that the trail should be lit at night, which is an obvious thing to do and which should have been done long ago. Most know that the Iron Horse Trail used to be a former railway, but it also used to an electric railway. So if you look carefully along the entire length of the IHT, you’ll actually find hydro poles going all the way along. Adding lighting should not be a difficult proposition.

Why is lighting important? The obvious answer is it lets people actually see the path at night. It also makes people feel safer using the trail, as it is thought and felt that would-be criminals avoid well-lit areas. The latter may well be true, but if people feel safer and thus use the path more, that is already important. Moreover, many people likely avoid using the trail during the day because they are afraid of returning when it’s dark. Well-travelled areas are safer, due to the possibility of someone walking by or biking by. And this possibility of witnesses both discourages crime and increases the chance of assistance.

Another suggestion has been to put more eyes on the street, which is a concept from the work of Jane Jacobs on cities. It’s about having housing and shops facing the street in such a way that people there are able to respond to incidents on the street. I’m not sure how possible this is on the Iron Horse Trail, but it’s worth looking into having more housing facing the trail. And there are a number of connections that should be made and improved between the Iron Horse Trail and the neighbourhoods it passes through.

But I would argue that the biggest danger and deterrent to trail users is motor vehicles. As I showed previously, the Iron Horse Trail essentially doesn’t have any road crossings. The trail just stops and resumes on the other side; in between you’re on your own to navigate the often fast-moving traffic. It’s worse at the two places where the trail crosses near an intersection, as trail users (including cyclists) are supposed to go out of their way on the sidewalk to cross both streets at the signal. Making the Iron Horse Trail as continuous as possible, with really good road crossings, would cut down on the hassle and time for using it and substantially improve the experience.

If we’re serious about safety on the Iron Horse Trail, we should add lighting to the trail, but we should also improve the path so more people are using it at all times of day.

Uptown Waterloo streetscape input

As covered in local media, the City of Waterloo and the Region of Waterloo are currently working on redesigning King Street between Erb and Central Streets in uptown Waterloo. This is a street that is arguably working poorly for all users — on foot, on bicycle, and in motor vehicles.

Last week there was a public information centre to solicit feedback on the several alternative street cross-sections that are being considered. All the information and panels presented there are now available. Please check them out and fill out the city’s survey by January 5, 2011.

Candidates Unsure About LRT But Support Transportation Change

Our website features the responses to our transportation survey of nearly 90 candidates for City Councils and Regional Council in the Region of Waterloo (including Mayors). The election will be next Monday, October 25. We asked candidates for their stances on dealing with growth-related traffic, light rail transit, sidewalks, segregated bicycle infrastructure, parking, and mixed-use zoning. In a “why we’re asking” section, we explained TriTAG’s stance and provided links for further information.

A number of themes were shared in many responses, including views on parking and cycling. There is near consensus that it is inappropriate for municipal staff to be provided with transportation subsidies exclusively in the form of parking. There was support for a bike-sharing system like Montreal’s BIXI, and there was widespread enthusiasm for segregated cycling infrastructure. To make cycling feel safer and be a more viable transportation choice, we believe on-street bicycle infrastructure must be physically separated from motor vehicle traffic and prioritized at intersections.

Candidates expressed support for mixed-use zoning along arterial roads, and many candidates agreed that minimum parking requirements in municipal zoning should be reduced or eliminated.

Regional Council candidates expressed a wide range of views on the light rail transit (LRT) project, with some suggesting it should be scrapped, others suggesting that they prefer bus rapid transit (BRT), and many indicating that they would support it if modifications take into account the funding situation. Overwhelmingly, candidates believe that transit should be improved to be a choice for everyone and not only a social service, and that transit should be a primary means of dealing with continued growth.

King Street West: An Incomplete Street

Pedestrian friendliness isn’t always something that can be measured. Many streets in Kitchener-Waterloo lack sidewalks, but other streets, even those with sidewalks on both sides, remain hostile to pedestrians in more subtle ways. To see whether or not a street truly welcomes and respects its pedestrians, you need to get out and walk.

This post serves as a photo-document of a pedestrian trip from the northwest end of downtown Kitchener along King Street West to the Waterloo border. I live near this route and walk it frequently. This stretch of King Street is the first of Kitchener’s mixed-use corridor zoning areas, which aim to shape development to support higher-density, pedestrian friendly streets with a mix of complementary uses. Over the long term, Kitchener’s planners hope that the mixed-use zoning will help bring vitality to the street. In the short term, what is holding King Street West back?
